A big question mark has been raised on the appointment of Principal Rahul Bhimrao Balwant alias Rahul Bhimrao Koli
Pune, Dt. 28. July 2022: Rahul Bhimrao Balwant alias Rahul Bhimrao Koli, principal of the Pune based prestigious Bharatiya Kala Prasarini Sabha’s Abhinav Kala Mahavidyalay College, has been accused of submitting a bogus Caste Validity Certificate while joining the job. This matter has been busted by Shiv Sena Yuvati Sena’s Pune District Coordinator Manisha Dharne on the basis of documents provided by a teacher belonging to the same college under the Right to Information Act.
What exactly is the case?
Rahul Bhimrao Balwant/Koli was appointed on 10th October 2006 as Assistant Lecturer in Abhinav Kala Mahavidyalay under Scheduled Tribe Category (Mahadev Koli). After being selected for the post in July 2006, he was to get an appointment letter only if he submitted his Caste Validity Certificate within six months as per the order issued by the Directorate of Arts, Maharashtra State. Manisha Dharne has made a serious allegation that before his(Rahul) appointment he issued a Fake Caste Certificate no. 28770 (Dated – 29/09/2006) and gave to to Abhinav college administration. In adition to this, she said that according to the information available to her, there was a dual caste validity certificate of Rahul Koli (Balwant) in the records of the college. It contained one Old (fake) Certificate and another new certificate viz. Caste Validity Certificate (No. 081953) dated 2/5/2009. In some of documents issued by Abhinav Kala Mahavidyalaya administration while giving information about the teachers, mention the certificate dated 2/5/2009 submitted by Rahul Koli Alise Rahul Balwant. This is where the real twist is. Manisha Dharne further says that if the appointment was made in 2006, then on what basis did Abhinav’s administration collect the 2009 certificate from Principal Rahul Balwant/Koli? Because if the Caste Validity Certificate is not submitted before the appointment as per rule, then the appointment of Rahul Balwant/Koli as Assistant Professor becomes invalid. And if the college administration thinks that this (fake) certificate was given by Koli(Balwant) before his appointment as Assistant Professor on 10/10/2006, then why was this certificate not verified by administration whether it is genuine or fake?
Some questions remain unanswered; The real secret will be revealed in the police investigation?
After doing some more research in this case, the Investigative Journalism team of Maharashtra Varta had some questions that, as per the rule, the Caste Validity Certificate which was expected to be given to the college administration by Rahul Bhimrao Balwant alias Rahul Bhimrao Koli before the appointment then he took 3 years to submit them. Because, if indeed Rahul Balwant alise Rahul Koli falls under Scheduled Tribe (Mahadev Koli) then why did he not get Caste Validity Certificate in 2006 within 6 months before joining. What was the problem that he could not able to get it from respected authority. Moreover, the role of Abhinav Art College is also being questioned. Because by which rule did they appoint Rahul Koli as Assistant Lecturer on 10/10/2006? The then Art Director, Art Directorate (Maharashtra State) Prof. N. B. Pasalkar had clearly stated in the approval letter regarding the appointment of Rahul Balwant alise Rahul Koli and other candidates to Abhinav Kala College that “it will be mandatory for all the above backward class candidates to submit the Caste Validity Certificate within six months prior accepting the appointment”. This can be clearly interpreted that the administration of Abhinav Kala Mahavidyalay/College did not properly inquire into the authenticity of the Caste Validity Certificate or issued the appointment letter to the Principal Rahul Balwant alias Rahul Koli in defiance of the clear instructions issued by the Directorate of Arts, Maharashtra State. Recently, Manisha Dharne drew the attention of Pune Police Commissioner Amitabh Gupta to this matter. Considering the seriousness of the matter, he immediately directed the Swargate police station to investigate. At present, Sub-Inspector of Police Rajshree Patil is investigating the said case. For the last 12 years Shiv Sena Pune District Yuvati Sena Coordinator Manisha Dharne has been protesting against the irregularities in Bharatiya Kala Prasarini Sabha (Charitable Trust) and the related institution Abhinav Kala Mahavidyalay/college.

The reality of the Fake Caste Validity Certificate will surely come to light after the police investigation, but it is certainly not expected from a person holding the post of Principal of a prestigious educational institution like Abhinav Kala Mahavidyalay/College to have such allegations on him. Last year, Jaideep Ladkat, the then President of Bharatiya Kala Prasarini Sabha, was arrested by the Pune Police in connection with a financial fraud of crores of rupees. Even at that time, the organization was in turmoil. If such incidents happen frequently, it is necessary for the Director of Art, Maharashtra State as well as the State Charity Commissioner to intervene in and assess the entire affairs of the institution. Otherwise scammers will not hesitate to openly break the law. A modest expectation is that they should be restrained in time.
